London and South East Section L&SE – Licensing for the Future

Introduction
Licensing for railway signaling and telecommunications has been with us for over 30 years. There is much discussion amongst members on how it might look in the future with the new technologies, changed methods of delivery, increasing use of communications in command and control and future demands of globalization. A larger venue than normal has been booked and it is hoped that many of you will come and take part in the afternoon event.
This event is a debate to encourage and capture members’ views. It will start with a brief history of why and how licensing came about. Then invited speakers, in a panel format, will give personal views on what they think the future may need. There will then be opportunity to question the panel and discuss the point arising.
This will be an ideal opportunity to continue your professional development and to influence how the licensing scheme may change in the future.
The panel comprises of:
Colin Porter HonFIRSE, President when the Licensing Scheme was first formulated and subsequently became Chair of the Licensing Committee, will open the session for us
We have invited Junior Vice President Rod Muttram FIRSE to chair the debate
Maurice Poole FIRSE, member of the Licensing Committee
Geoff Mitchell FIRSE, TfL Head of Profession Road and Rail signalling control systems
Helen Sumbler, independent sub-contractor
Jerry Morling FIRSE, Network Rail Head of Signal Engineering
Andrew Simmons FIRSE, Chair of the Licensing Committee
Richard Angove MIRSE, Interim Chief Engineer with Siemens Mobility Limited

Refreshments will be provided at a break around 1500.
It is planned to record the meeting and for it to be streamed with the opportunity for those remote to ask questions. The arrangements will be advised nearer the date of the meeting. This, however, cannot be guaranteed.
